Minutes of the meeting of 3/19/07

Meeting Opened at: 8:30am

Select Board Members Present: Wayne Burkhart and Jonathan Sylbert
Also in attendance for the meeting: Maggie Leonard for the Monterey News

The board met with the Director of Highways, Maynard Forbes and reviewed the following items:
1.      Reviewed punch list for Monterey School with M. Forbes and D. Torrico.
2.      M. Forbes found the Permit to Pollute form online and will email the link to the board.
3.      Reviewed weekly report.
4.      Parks Department mowing bid should be redone this year and M. Forbes would like the area around the town hall to be put back in as it used to be.
5.      This summer the drainage at the corner or Sandisfield Rd and Main Rd will be re-evaluated to see if any curbside wheel track work will need to be done.

9:30am- 10:28am: Finance Committee, Select Board, and Town Accountant Final Budget Review
Present: D. Moriarity, B. Gauthier, D. Mielke
The budget items that were being held for more information were discussed and finalized.  J. Sylbert made a motion, which was seconded by W. Burkhart and unanimously voted on to request to have a debt exclusion question on the ballot to borrow for the salt shed.
D. Moriarity asked that the situation with overflow from the Konkapot River into Lake Buel be addressed this year.  B. Gauthier stated that when the budget is done she will be removing all of the cents and making them whole numbers.
The informational town meeting will be on Friday, April 27th at 7pm at the firehouse.  M. Noe will put in the use request forms to R. Tryon for this meeting and the town meeting.  D. Mielke reiterated that when people are elected, re-elected, appointed and reappointed that they sign and receive a letter that they have received a copy of the Ethics Commission rules and Conflict of Interest Laws.  The board mentioned that the Town Clerk should do this, as it is her office that swears everyone in.  M. Noe will research finding a copy of this form.

The board met with Police Chief, Gareth Backhaus to review the following items:
1.      Loose dogs picked up that were returned to their owners.
2.      Flat tire on the flats.
3.      Officer Whalley’s baby was born on Sunday.
4.      G. Backhaus asked about Fairview Rd and what the plans are for the future .  The board said that it is still an ongoing project and the drainage work done in the fall is being monitored.
5.      G. Backhaus gave copies of the grant that was awarded to the Southern Berkshire Regional Emergency Planning Committee with the details of the pandemic emergency drills that they are planning.



Miscellaneous Select Board Items Reviewed:
1.      The board worked on finishing the Berkshire Connect Grant application and it will be mailed today.
2.      The dismissed appeal for L. Shulklapper with the Board of Assessors assessment was read into record.  R. Gauthier gave the history of the situation to the board.
3.      D. Tryon came in to submit a citizen’s petition to be put on the warrant “To see if people will vote to direct the Select Board to direct the Police Chief to have a Town Police person that is on duty direct traffic to protect pedestrians in the area of the Monterey General Store on weekends and holidays from the beginning of Memorial Day weekend until the end of Labor Day weekend and Columbus Day weekend from the hours of 8:30am until 11:00am.”  A copy was made and the original was put in the Town Clerk’s mailbox to certify.  D. Tryon stated that they would have lawyer representation at the town meeting to justify this warrant article.  He also questioned where the pedestrian crossing signs have gone.  The board explained that they are removed during the winter season because of how many times they have been damaged/destroyed.
4.      B. Gauthier suggested having a get together with all appointed and elected officials after the town elections so that everyone can meet and be introduced.
5.      The minutes from 3.12.07 were approved as written.
